New Group Proposal: OpenJDK Conformance

The Governance Board discussed this proposal during its meeting this
past Sunday, 2007/10/14.

Various concerns have been expressed as to the proprietary nature of
the TCK.  The GB discussed this and related issues in its meeting on
2007/8/23, the minutes of which have yet to be published but which
should shed some light on these concerns.

The GB therefore agreed to delay its vote on this proposal until two
weeks after those minutes are published, in order to allow time for
discussion.  The minutes should be available by the end of this month.
