Build problems on Ubuntu 8.04

Would a reasonable approach be setting up a configure script (GNU
autoconf) to detect the appropriate things that will work (i.e. using
bash instead of dash, is gawk or awk available) etc, and then use the
output from that?
Or is that going over the ocean after water?
