RFR: 8080803: sun/nio/cs/FindEncoderBugs.java failing intermittently

Not really a review ... but ... if this is really catching a hotspot bug, I
would be tempted to leave the test failing to make it more likely that the
hotspot bug fix is not swept under the rug and forgotten.
