I updated the test to do this:
assertTrue(splitsForPHalfC < splitsForPC);
assertEquals(splitsForPC / splitsForPHalfC,
nearestPowerOfTwo(commonParallelism) / nearestPowerOfTwo(commonParallelism / 2));
