Maybe your programs are always running in a UTF-8 locale and maybe most
computing environments have migrated to UTF-8 (good!), BUT:
- that's hardly universal
- macosx has stricter requirements - it uses filenames normalized in a
macosx-specific way
- Windows may prefer UTF-16 encoded text.
