I ran those tests with a copy of jtreg version 4.0 I built from the source,

The required network resources and how to set them without modifying the
test source are discussed in the file:

I don't know offhand. I don't think there is a problem with file
descriptors and the regression tests; IIRC historically there were
problems with the JCK tests on that front.
