If Icedtea-web is the plug-in component for OpenJDK upstream, its name should be openjdk-plugin !

We generally avoid creating meta packages for such purposes.
meta-packages are usually used when multiple packages want to be pulled
in at once (i.e. same use case as for yum groups).
Besides, this sounds a lot like a yum bug to me.
