By all means, let's do better for Java programmers
(and Scala and Clojure and Ruby programmers too). But for
now it would be great to get some of the capabilities
in place so we have a basis for doing so.

Give it time. Developments that interestingly
impact the platform will increasingly involve JEPs.

Also, please send feedback (I think the gb-discuss list would be
a good place)  about any meta issues about JEP process.
