In this version, also a few cleanup changes.
The logic now for rotating gc log file is:
UseGCLogFileRotation must be set, if rotation in on depends on other
two flag settings: they must be > 0, either of them is 0 will lead
rotation not set.
Added a test case to verify(note it lasts ~5 minutes to check file
