RFR 8215994 : JDK 12 l10n resource file update - msg drop 10

Correct one thing:
Only Simplified Chinese and Japanese got support since JDK 11.

As the English message might be different between JDK 10+ releases, we 
should be very careful to forward port the update to jdk12. And 
obviously it's almost impossible to backport a changeset because 
generally a msg drop changeset would involve lots of files and kinds of
