Checking the jdk7 MASTER, I see that
there are two flavors of THIRD_PARTY_README
that should probably be un-forked.

It appears that some licenses are correctly included verbatim,
and some are gratuitously reformatted.

All the THIRD_PARTY_READMEs should be the same in all the repos, right?
