First build-infra push to jdk8 -- try out the new build system!

I must be missing something basic but when I updated my jdk8 repos I 
have a new folder called makefiles which seems to be where the new build 
logic is. But in makefiles there is no autoconf directory.

The push to jdk8 does not seem to contain autoconf either:
