IMHO in general clarifications to docs (no changes to specs) are fine. We should not treat docs any different to code in this respect. The right fix is to support re-publishing.
I looked at 8032392 and one could reasonable argue this is not a spec change, since the behaviour cannot be otherwise (there is only one ServiceLoader.load method that accepts a ClassLoader).
