Update on JDK 10 consolidation; keep pushing changes just to JDK 9 to get into both JDK 9 and JDK 10

Over on jdk10-dev, I've sent out an update on the JDK 10 consolidation 
project. [1]

The relevance to JDK 9 development is that if you need to get a fix in 
both JDK 9 and JDK 10, continue [2] to just push the fix into JDK 9. A 
regular synchronization process will pull the fix from JDK 9 into JDK 10 
after a JDK 9 promotion.

Later in the JDK 9 cycle this synchronization will cease and a fix will 
need to be pushed separately to JDK 9 and JDK 10. The last JDK 9 build 
to benefit from the synchronization will be communicated once it is
