Thanks Steve! FWIW, the modules NetBeans project can generate javadoc.
Really it's just an ant target in make/netbeans/modules: "ant javadoc".
I notice a couple discrepancies between the 2 sets of javadoc. The modules
project doesn't have any changes in javax.lang.model *directly*, only in the
element, type, and util subpackages. No changes in sun.reflect nor
sun.tools.util that I can find. And in java.util, there are new classes
Service.java and ServiceProvider.java, though there has been discussion on the
EG regarding services and I'm not sure if these'll be retained.
