Windows 64bit SDK changes (VS2008)

FYI... (Windows only)
The changes to allow for using the latest Windows 64bit SDK are starting to
show up, but I wanted to caution people that until all the repositories
get the necessary changesets, full JDK builds will likely not build or
work with this newer SDK. The sanity warning messages about you not using
the right compiler or OS on Windows should probably be ignored until
our Release Engineering, Testing, and Performance teams have agreed it
looks ok and taken down the caution flag, so to speak.
Once that happens, Windows developers will have some upgrading to consider.
Using the older SDKs and compilers will continue to work.
