First build-infra push to jdk8 -- try out the new build system!

Tried it on Windows 7. Cygwin, make, bootstrap JDK - everything was
configured to build JDK with the old system.
Langtools, hotspot, corba, jaxp, jaxws are built fine, but in jdk it
fails with the following symptoms:
