I wasn't suggesting that we replace one with the other, just that configure
could be used to pass a setting through to make if requested.  It also then
means that all the options are documented in one place (./configure --help)
rather than some being there, some only in the build README, some not at all,

I prefer to run with it always enabled and it worries me that this is no longer
the default.  It's very easy to suppress information when you don't want it, but
it's impossible to produce it if it never existed in the first place.  The very
people who most need verbose output, when things go wrong, are going to be
newbies who won't be aware of this option.  Also, failures may be sporadic
and not reproducible when you run make again and many of our builds run on
remote build systems where it's not a simple case of 'just running make again' to
get the output with verbosity.
