JDK 9 build hangs after java.security

I’m trying to build JDK 9 on Ubuntu using Docker. My build hangs at this point:

How can I can more info to debug the problem?

JDK 9 used to build successfully in this environment (maybe 2 months ago). I’m not sure when this started.
