AFAICS most uses of CFLAGS_WARNINGS_ARE_ERRORS are unconditional eg:

$(eval $(call SetupNativeCompilation,BUILD_LIBINSTRUMENT, \
     LIBRARY := instrument, \

So clearing it is the simplest way to avoid it being applied.
