make doesn't create failure-logs directory

I'm not sure why you think this is the case. In make/InitSupport.gmk, we 

   define PrepareFailureLogs
         $(RM) -r $(MAKESUPPORT_OUTPUTDIR)/failure-logs 2> /dev/null && \
         $(MKDIR) -p $(MAKESUPPORT_OUTPUTDIR)/failure-logs

Unless rm is returning a non-0 exit code, that should work perfectly 
well. I've never seen it fail. Can you reproduce this problem?
