CFV: New jdk9 Committer: Thomas Stuefe

I hereby nominate Thomas Stuefe to jdk9 Committer.

Thomas is a long-term member of the SAP JVM team at SAP.
He has spent most of the time working on HotSpot runtime issues, but
he is also the author of our internal AS400/System-i port and one of
the main contributors to the AIX port.

Recently he has contributed 19 changes to jdk9:

8059868: JVM crashes on attach on Windows when compiled with /RTC1
8024854: PPC64: Basic changes and files to build the class library on AIX

8077276: allocating heap with UseLargePages and HugeTLBFS may trash
existing memory mappings (linux)
