Broken link and missing section ?

Pretty much, yes.
I needed to make room for extra sections (for lambdas, method references), and was initially planning to move JLS 7 15.28 to JLS 8 15.30. Now the plan is to use 15.29.
I added a note explaining the 15.28->15.29 renumbering and fixed the broken link. Thanks, Srikanth.
