The native packager has no dependency on JavaFX. It should be completely standalone.
There is some code specifically for launching FX applications that handle not having an FX runtime. I haven't looked, but I would think they don't depend on FX.
I'm working on open sourcing javafxpackager, but I got pulled back to look at a 7u10 regression. I'll have a better estimate once I get that taken care of.
